Not in 1.8 no. There will be one when Update 47 comes out for 1.12 though.

To get zeiton ore, you have to do it. Because I can not find daleks or minerals...

you can't find any daleks because they switched the server to peaceful mode. As for the minerals, you might be on the wrong spawn level

When is the new update recipe coming?

This thread is outdated. If you want to know the recipes use  the JEI mod or I am not sure there is somewhere a thread with the new crafting recipes.
