I think that the rule (Which I think is "Don't make waypoints in other people's Tardis") is poorly communicated. "Tardis Hopping" is very vague and there isn't any clarification anywhere.

I have been informed that "Tardis Hopping" is using your Tardis in the Tardis dimension to enter another Tardis. Mae's Tardis was unlocked at the Rainbow Isles parking lot and I used my stattenheim remote to park inside. I did make a waypoint but I hadn't used it before it was destroyed. If the rules were more clear I wouldn't have made the waypoint, but my entry of Mae's Tardis was completely legitimate.
