stormbreaker_11 apparently griefed the Sakura town (I am unsure of these specific details). As a result, a kill-on-sight order was put in place for him should he enter any town. In effect, he was banned from every city. This was a (fairly) just punishment, maybe. However, Oli took this further, and started harassing him. Theft, spying, (maybe) TARDIS sabotage, and camping at spawn to kill Stormbreaker once he was killed.
