Umm Tommy's rank is CC COP!! HE IS A COP OF CYBER CITY! I suggest asking Flatman_ or CyberJ if they have Tommy a world edit job to do. If so Tommy isn't breaking any rules and is fine. Flatman_ is the Vice Mayor of Cyber City and cyberJ is the Mayor of Cyber City.

So ask them first.

Also you are meant to start a sentence with a capital letter.
