In Gallifrey the time lords discovered time travel but the 1st prototype was not stable at all as yes it was dimensionally engineered it did not have walls to protect the traveller from the multitude of dangers although instead of walls the Tardis has an invisible shield protecting it from time winds and all manor of dangers.
