How do you make a faction? Do you need special perms or you just need to be recognized as one. Please answer me this question, please?

 You think it up, then declare it. There's no real special process for it; although, etiquette does say to avoid taking the name of an existing faction, as it can cause confusion.

All you have to do is just make one. There's no commands, you just have to establish a base and get a following and boom, faction.
