The division would be a faction and an admin could start the flux. Every half hour the flux would block off a planet, making the TARDIS unable to travel there. The only way to stop it is to find a Passenger, put it in a TARDIS, fly the TARDIS to a planet, put the Passenger on the planet, and wait for the flux to block off that planet. In doing this, the planets will no longer be blocked off, the flux would be gone and nothing will be destroyed/deleted.
