The DMU Senate and People.

We are currently in the process of creating new laws and acts to ensure a stable government and enjoyable time on DMU for all players.
So after looking at how the DMU Staff structure, I, with the permission of @1WTC, have decided to apply a political structure similar to that of the Roman Republic, which has been the basis of many political system, more famously the American.
For those who do not know much about the Roman Republic, I will explain the roles and structure below.
Republic
A republic is a system of government in which people are able to choose people who govern them.
On DMU however, this will be sorted amongst the staff, and thus DMU will not become a full Republic to start off with. This is to prevent difficulty in setting up the structure through complex and chaotic voting management which will be set up at a later date.
Consul
Rome had 2 consuls. Consul is the highest position in government, and thus each member of the SWD Team will be given this role, as well as @Kaneras (Adam). They will be able to create new rules and also control how the staff work on the server. However, they will be limited, in that the senate will be able to veto any of their actions with a 70% majority vote. In times of 'Emergency' (as defined by the senate), a dictator will be elected out of the consuls to guide DMU through the hard times.
Tribune
Tribunes traditionally were elected by the plebiscites who were chosen to have a say in the assembly (essentially, a big group of the population). They had the power to collectively veto the Consul's decisions, with the consultation of the senate. They would also advise the Consuls. On DMU, the Ultra-Admins will make up the Tribunes. They will play a large part in the structure, and will be able to collectively veto and create new laws, as long as they are approved by at least one Consul.
Senator
Rome had 300 senators, chosen by the Consuls. However on DMU, they will be less than 300 due to 300 being a bit to much ;) Also the Consuls will be advised by the Tribunes as explained above when picking the senators. The senators will be made up of the current admins and moderators. They will have the power to create new rules with a 60% majority vote for them being created and the approval of at least a collective 60% of the Tribunes and Consuls.
Your Role
One of the major issues I have come across when redesigning this system has been the role of the players. The people who effectively keep the server running, from VIPs to default players. All of them allow the server to continue existance. Due to the fact that too much power to the common player would effectively crumble the political structure and most likely end the what-will-be DMU Republic, I have decided to simply add the ability for votes and elections of staff to come into play once the structure has been put into place and has stabilised.
Due to the fact that the server is literally owned by SWDTeam, we are unable to have elections for Consul. Ultra-Admins (aka Tribunes) will be elected internally (in the senate and by the Consuls).
This system will come into place over the summer, hopefully by September.

Yes. All normal ranks will just get the ability to vote for stuff put suggested for a general plebiscite vote by the senate. Other than that they will not change.

So will the players not get to vote to decide if another player becomes staff or have I misinterpreted that? Also, YOU'VE BEEN HIGH BEFORE!!??!! were you high when you wrote this?
Eventually we will maybe bring in elections, but probably not to start off with, at the start it will be considered a 'state of emergency' and be under the dictatorship of both consuls.

oo! This gives me an idea: those who are considered worthy of becoming staff will go help around other users, gaining their approval. The more said person helps, the more people will want him as staff. This will affect the current staff and it will increase the chances for the aspiring staff member to become...Well, staff :P
