Description of Origin in relation to the show: 

The Jelly Baby Merchant is a reference to, and is largely influenced by, the Fourth Doctor. Whether the Jelly Baby Merchant is the Doctor or not is unknown. His clothes are based on the robes he wore in... I forget which serial it was, but it was either Invasion of Time or The Deadly Assassin

Description of Creature:

In Universe Perspective Lore:

To be honest, noone really knows quite where this guy came from. He walks about Gallifrey on some days, but oddly at others he can seem to be nearly unfindable. A lot of people, for conveniences sake refer to this curly haired Time Lord as the "Jelly Baby Merchant" for his specialized stock of the sweet and for the enthusiasm the merchant displays towards them.

Meta Perspective Lore:

As said prior, no one's really sure just quite where this guy came from. He just showed up one day going about with his Jelly Babies. There are quite a lot of mysteries about this guy, but there are no really solid answers that lead anywhere.  

As a person, The Jelly Baby merchant is a real cheery fellow. He grins often and always appears to be in a positive mood.

He never forgets a face nor any person he meets. He's also a bit of a quirky and eccentric individual.

Function in game:

• The Jelly Baby Merchant has a low chance of spawning in Gallifreyan Citadels and only one will spawn in a Citadel at a time.
• The Jelly Baby Merchant, whenever he first sees a player will run up to him and give him or her a customary bag of Jelly Babies. (He will not do so again after the first time)
  • The Jelly Baby Merchant will remember the player's face after this first meeting
  •  I'm thinking there may be some kind of benefit for keeping a regular trade relations with a Jelly Baby Merchant. More details on this later.
• Jelly Baby Merchants, of course, sell jelly babies as their main good.

How do you suggest we implement it in game:

Like in the way I said. Also, I feel like he'd be a cool mystery character

What I suggest not to do if putting in the Jelly Baby Merchant

• Don't make him "the Doctor"
• Don't make him "Not the Doctor"
• He must not use Sonics, Tardises, etc.
• Don't imply that this Time Lord has ever left Gallifrey
• Don't have him reference any canon characters (People like President Borusa, Rassilon, and Omega are ok. Romana (when she was Lady President)... Perhaps if executed carefully. It'd probably be best to avoid mentioning her though)
• No References to Scarves (I may consider something)
• Don't Have him mention other Regenerations
• He must never mention the Doctor, nor should anyone else mention the similarities between the two.

What I suggest to do if putting in the Jelly Baby Merchant

• Keep this character a mystery
• Try to keep any description about him balanced. Nothing should ever confirm, de-confirm, nor lean in favor towards any specific theory. 
• Allow for people to come up with their own theories. I mean he may be the Doctor. The Curator? A coincidental look alike maybe? Some shapeshifter out to give the Doctor a bad name? Everyone can have his or her own opinion on the matter

Interesting, it's sounds like some potential, definitely better than the current villager trading system; cause they trade Jelly babies! :P

UPDATE: I have brought the Jelly Baby Merchant to a blocky form; texture and model are both by me.

It's Wip but I plan on finishing it soon

Yes by the way, I DID choose to model his hair even though I could have just textured it in a player-skin style. But, I just felt I couldn't make this model without it :P
