Exactly what the title says.

I'm using Chrome and have nothing else Downloading and no other major programs open other than Chrome.

I have no pages open other than the download page.

This bug only affects the 41.1 download. I can download anything else just fine

SOLVED (Kinda solved at least):

Use Internet Explorer and the Curse Download from Minecraft Forums. Do not use the link on the SWD site
