Feature Name: Citadel with a possibility of TARDIS Workshops

Lore/Brief Background (Or "As seen in" if not from Doctor Who canon): This is based off of the Gallifreyan Citadels seen in multiple seasons and the TARDIS workshop from Day of the Doctor and Hell Bent

Description of Feature: It will add Citadels (an already posted feature) but the main highlight is the TARDIS Workshops. They have a 1/15 chance of spawning in one and a 1/10 chance that it will contain a TT Capsule. This will be optimal if you want a 2nd TARDIS or if there is Vortex Manipulators, a way to get a TARDIS.

What is the purpose of this:  To add a accurate, in the show feel while making a convenient source for getting a TARDIS.

How do you suggest we implement it in game: I have no idea.

Been suggested many times but still I like the idea of a tt capsule having a 1/10 chance appearing in something that has a 1/15 chance of spawning XD

Oh dear. I did the math and the chance for a TT capsule to spawn is 6 out of 1000. Anyways, I like it.

 you could have said 3 in 500 chance but ok
