My suggestions:

PLANET:

Voga

Origin: Revenge of the Cybermen

Details: Voga is a planet with high gold content

Purpose: Voga is a great place to go to stock up your anti-Cyberman Arsenal

Native Life: The Vogans

Randomly generating structures:

• Vogan Cities
• Underground Mineshafts (Like the Overworld ones)
• Mineshaft entrances (Usually a tunnel that goes down into the planet diagonally. They don't usually go that far. If they connect with a mineshaft, this is mere coincidence),

MOBS:

Vogan

Spawning: Vogans spawn in Vogan Cities

Behavior: Peaceful

Description: They're really just a kind of "atmospheric mob." Cybermen will attack them over other species. A few Vogans may trade the player Vogan tools, bullets, arrows, armor, nuggets, or ingots. This usually is quite expensive however, so it may be best to just go mining.

Vogan Gold Ore

Where is this Ore Found: Voga

Commonality/Rarity: Vogan gold is easier to find on Voga than normal Gold in the Overworld.

What is this ore used in (Balancing):

• Powered Rails
• Clocks
• Gold Carrots (maybe)
• Glistening Watermelon (maybe)
• Gold Bullets
• Gold arrows
• nonenchantible "Vogan Gold" armor
• nonenchantible "Vogan Gold" tools.

What is this ore is not used in (Balancing):

• Enchantable tools
• Blocks (There are no Vogan gold blocks)
• Golden Apples
• Enchanted gold apples
• Most items in vanilla that are expensive for a reason

 WEAPONS:

Golden Bullets

Type: Ammunition

Method of obtaining Ammunition: They are crafted from Gold Nuggets or Vogan Gold nuggets

Gold Tipped Arrows 

Method of obtaining Weapon: Crafting and arrow with Gold or Vogan Gold

Pros: Gold tipped arrows are very effective on Mondasian Cybermen. They either will always cause critical hits on them or will have a damage bonus when damaging Mondasian Cybermen..

Cons: When attacking things that are not Mondasian Cybermen, Gold tipped arrows are not as effective as normal arrows.

The Glitter Gun

Method of obtaining Weapon: It can be found in chests that generate inside UNIT structures.

Ammunition: Gold Bullets

Purpose: They are a really effective weapon against Mondasian Cybermen

Origin: The Fourth Doctor makes a reference to these weapons in Revenge of the Cybermen. They may have actually appeared on show at one point but idk.

Any Other Information: You may be wondering what's the deal is with Mondasian Cyberman. Well this was originally part of this post here, but I felt this kind of went off the track of being a "cyberman planet". The gold can be used for other things (As mentioned under the ore) and in addition, the Cybermen weren't really trouble for Voga except in one episode. Thus the planet can pretty much be said to be its own thing.
