Adding rails and changing a few blocks doesn't count as custom.
This is just a slightly edited default tardis interior.

 I agree. The terminology I've always had in mind is custom vs customized. The way I think of it, "Custom Tardises" are usually of one's own design while "Customized Tardises" are Tardises made from what's already there, but outfitted with edits.

Though, that's just my way of thinking
