From the 50th Anniversary, Day of the Doctor.

How to obtain:

it will randomly load in one village house with the possibility of only three variant's spawning in the world.

why should it be implemented:

it could be a secondary way of traveling to gallifrey. (unfortunately i have't found any proper item for this as of yet so hear is the replacement) A sonic screwdriver with a upgrade or something of the sort.

can't be mined, the painting requires 10 minutes of cool down (prevent spam)

Maybe if they implement Time War NPCs it could take you to a battlefield of time lords and Daleks. Moreso the Time War version of Gallifrey.

Maybe adding a confession dial would be a way to get to future gallifrey

I think this is a good idea, it could be a way of breaking through the time lock and entering a 'Time War Gallifrey' dimension.

My only hitch with this is the finding of it in a village home. Considering that the painting was in the 'under gallery', perhaps it could spawn in strongholds, wherein there are only three per world anyway. This would have the added benefit of tying into minecraft's achievements system. Just a suggestion.

 very valid point, strong holds would be a good place for them in that sense and the face that it would be harder to reach. definitely something to be considered

I think that this is an incredible idea. It's also one that hasn't ever been suggested.
