Simple question, will players be allowed to request warps for their own towns if it has 15/20+ people? I know the server will significantly change, will warps to player made villages still be available or not?

Yes, they will be available 

Just for a bit of a guide before staff come in to help, places like riverside have warps in the U46 public server, and they had probably been requested, as i don't think Poltergeist was an SWDBae, but... that's just my thoughts.

I just want to point out that the SWDBae rank doesn't have the set warp command. Warps are completely controlled by the staff team.
