It all depends about what you gonna do. Is it for school, is it for gaming, writing documents etc?

Some general tips:

• Don't buy prebuilt. It's a waste of money and there are tons of tutorials on how to build one.
• If you're looking at a budget build, go for Ryzen CPUs. They do more for less.
• If you're okay with waiting and want a graphics card, wait until Nvidia 11 series graphics cards come out. 10 series cards will drop in price.
• Make sure to save for a monitor and peripherals(mouse, keyboard, headset) if you don't have any already.

There are tons of part lists online, so its up to you to research what exactly you want.
