Why you think you should be pardoned early:  I got banned on all servers not just Public and normal servers do 30 days on fist warning. And i took a look at others and this one caught my eye http://www.swdteam.com/forum?p=thread&tid=5059 and "If you have read rules you should have known that Xray isn't allowed and would result in a perm ban. " Perm Ban Is Not mentioned in the rules anywhere so it was unfair on him as well. Please at least make it 30 days, Please. I Regret what i have done but perm ban, really.

First of all, bans on dalek mod server transfers to all servers, thats just how it works here.  There is no set 'rules of banning' that all servers have to abide by, and perm is what we give for hacking. It should not matter that perm ban was not mentioned in the rules, as you shouldn't be breaking them even if it was stated.
