I am new at the Dalek Mod. Can somebody tell me how to get a Vortex Manipulator?

You have to craft it, you will find the recipe via Minecraft mod called JEI. The recipes will be seen in game.

Basically you have to craft it in a crafting table. You can get a mod which can tell you all recipies of any mod.
