There's a page where others can recommend people for staff but you can't ask for it yourself. And your use of spelling grammar isn't very sound, please refrain from using Capital Letters on every single word, it makes it hard to read for others. It's more likely that you might not get the rank of staff if you ask/hint/beg for it, you must have a certain amount of maturity and patience which I'm sure you already know about.

Staff members are chosen by other staff members, they are picked from users that often help the server and other people, as well as being mature.
