The rules did not say anything about Xray and I studied it twice I understand now that it is against the rules and it results in an instant perma-ban, it will not happen again. I have no previous record on this server.

Hello GruffVahnSotz! So actually it does say it in the rules. Rule 14. Do not use any mods or clients that allow you to bypass normal server restrictions. Now last time I checked being able to see through blocks to see ores counts as bypassing normal server restrictions. So yes while it doesn't list all of the the illegal mods, as that would take forever, it still includes the xray mod. I am sorry to say but I am denying your appeal, please reappeal in 1 week.
