any time I try to travel in survival mode this error message pops up for all planets including the overworld, is there something I'm missing or is there no way for me to actually do it without unlocking everything in the config?

There are different tardis skins you can make please download a mod called Jei to find them

so the planets are locked behind the chameleon circuits then?

No you don’t need to have chameleon circuits to go too the planets as the circuits are purely cosmetic (or they wouldn’t comply with the Eula). I suggest if your having trouble with the config just to re download the mod again and see if it works.
