in the app dalek mod API how do i get a dalek texture and also how do i get it in the game?

You'd need to make the texture yourself. 
Note that this feature hasn't been supported by the game for.. idk.. 5 years? So you would need to download a very old version of the mod. We don't offer support for that anymore.
