I have a suggestion that will help make the use of tardis more consistent.

Before it can be materialized at its point of arrival, it should be dematerialized at its point of departure.

And there should be travel times to get from point A to point B

I can confirm that this is exactly how the Tardis works in Dalek Mod 1.16
