i dont think admins can mute /tell,     the best you can do is tell an admin about it and they'll either kick him or ban him for a few minutes till he gets the message

We can stop them from using /tell. Alert an online admin please do not make a forum post about it.

I jailed the player this morning, not sure how much time they served as I left
