Do structures spawn on Skaro or any of the other planets? The blocks for these buildings appear in the single player creative menu, but I cant find them when ive gone looking

Also there are blocks for gallifrey, but gallifrey isnt in the game. Was it there before and removed, or is it going to come later, or what?

No, currently no structures spawn. The Dalek City blocks are only called that because they look like Dalek City material. Gallifrey will probably return in U48, though to my knowledge it hasn't been fully confirmed. Hope this helped.
