What server? If public, 99% sure the answer is no.

Yes this is fine, as long as you own the building and don't build it with super valuable things that can get griefed etc, this is fine.

BTW I built a beacon, but completely encased it in barrier blocks so no one could get to it except staff and SWDBae's. Is that OK?

 Yeah, on every Expensive/Not craft-able Block/Item a Barrier.
