So for some reason on my single player world I'm able to travel to dimmensions from other mods such as between lands and mo creatures but on a server I made with friends I'm only able to travel to the dalek mod worlds is there a setting that I need to change on the server or is it just a cool bug on my single player world?

It's a known bug which happens on servers. Best you can do is travel to the planet normally, summon your TARDIS there and set a waypoint.
